The €3 billion is the amount raised in the Series D, and the figure above €21 billion is the post-money valuation, which counts the new money. Both numbers appear in the same Mistral announcement as the syndicate line quoted above.
Reports elsewhere name Nvidia among the backers of the round
Coverage outside Mistral's own announcement lists the participants differently. Those reports identify Samsung, Nvidia and the Scaleup Fund among the backers, and the available evidence does not independently verify that PSG Equity took part or that Samsung was formally the lead investor.
The size of the raise is not in dispute: tech.eu and unite.ai both report the financing at €3 billion in a Series D round, matching the amount and the round label in Mistral's own text. The divergence sits on the composition of the syndicate.
Samsung is common to both versions of the investor list. Nvidia appears only in the reporting elsewhere, PSG Equity only in the sentence Mistral published, and the Scaleup vehicle is named as the Scaleup Europe Fund by Mistral and as the Scaleup Fund in the outside reports.

The post that circulated the announcement on Threads describes the €3 billion Series D as the biggest funding round the European Union has seen. That framing belongs to the post; the amount and the valuation above €21 billion come from Mistral's own announcement.
Samsung Electronics, named as lead investor in that text, is a consumer-electronics and semiconductor manufacturer rather than a financial investor. The co-lead named alongside it, the Scaleup Europe Fund, is managed by EQT, according to the same sentence in Mistral's announcement.
Mistral was founded in 2023 in Paris and built its reputation on open-weight model releases, the positioning echoed in the title the lab gave this announcement. The Series D label marks its latest priced round to date under that naming convention.
