Anthropic is lobbying for tougher AI laws, state by state

Per POLITICO, Anthropic is betting on a strategy where individual states pass increasingly strict AI safety requirements rather than a single federal rulebook. Cesar Fernandez, the company's head of state government relations, says Anthropic is looking for laws that genuinely raise the bar for the most powerful systems.
That sets it apart from OpenAI, whose lobbyist Chris Lehane pushes "reverse federalism": a single national framework built from mirror-image bills across the states. Anthropic was the only major lab to back California's 2025 law, then followed with tougher bills in New York, Illinois, and Massachusetts.
The Illinois law signed this month requires an annual independent audit of safety plans.
