Claude Code v2.1.163: version control and Bash fixes

Anthropic released Claude Code v2.1.163. Admins can now set allowed version ranges, and the tool blocks launches that don't meet the security policy.

Key changes:

• Plugin management: added the /plugin list command with status filters. • Bash improvements: fixed a regression that reset TMPDIR for all commands, causing issues with Bazel and Go projects. Also fixed a file access error on Windows within OneDrive folders. • Context handling: Stop and SubagentStop hooks can now return extra data, letting Claude continue sessions error-free.

Background sessions now auto-update, eliminating cold restarts.
